In the best
of all possible worlds with all writers being created equal, every
manuscript would follow this plan.
However, some
of us need more drafts, some less. Some need lots of help along
the way, some only need a precautionary proofread before submitting
to an agent or publisher. Many of us would like to have agents but
haven't find one.
Be that as it
may, the Lifecycle above is a representation of the flow of manuscript
from creation through publication.

Each writing professional
has a place in the Lifecycle. For example, you don't want to bring
in a critique pro until you know the manuscript is nearly "there"
and want another, more informed, opinion.
Likewise, it
would be a waste of money and time to hire an editor when the writing
still needs work - all that editing and correcting could wind up
in the circular file when you do a rewrite.
